Presented the conclusions of the new Energy Rehabilitation Strategy in the Building Sector in Spain

Peter Sweatman, CEO of Climate Strategy, said "it's time to act. We have the capabilities, we Don't have to reinvent anything. The documents we have issued for eight years are still in force. Since GTR, political leadership has been demanded, and it is now available, as demonstrated by the announcement by the European Commission of the 'Green deal', an action plan has also been designed and legislative changes have taken place. But a funding fund is not functioning (although the EIB is becoming a 'green bank'), the rehabilitation agency (many collaborating organisations) and, finally, we still have no communication / information.

The one who's' wet'is the consumer. We have advanced in the energy efficiency culture (we are all involved in climate change, it is a shared responsibility), in entities and teams have project managers, accredited agents and technical tutors (many banks are lining up in this system; to renovate millions of houses we need thousands of companies dedicated to this). Spain has different climatic zones and examples can be set up for each type. Rehabilitation brings value and there must be such a culture. There must be an energy rehabilitation funding kit (a mix, between public money, aligning interests with fast procedures) that is easy.

Finally, Sweatman indicated that Spain has lived in the queue of green taxation (IRPF, IBI,...) ; it is something to apply, starting with examples, with tests to learn from experiences. "I remain optimistic about these proposals."
